Experience

Ian is a respected litigator and an expert strategist.  He has been practising resource management and environmental law for more than 30 years.  Ian is recognised as a pre-eminent force in his field and consequently has unmatched experience.

Electricity Projects
  • Obtaining the first Resource Management Act approvals for the Waikato hydro system and the Cobb Power Station
  • Advising Mighty River Power on its recent applications to repower the Marsden B power station to run on coal.
Other Major Projects
  • Obtaining resource consents for new and expanded dairy processing plants throughout New Zealand
  • Obtaining resource consents for the establishment of medium density fibreboard and laminated veneer lumberboard manufacturing plants.
Dispute Resolution
  • Appearing before Councils, the Environment Court, the District Court, the High Court and the Court of Appeal across the range of resource management issues
  • Negotiations and mediations in relation to resource management and Public Works Act issues.
Adjudicator Role
  • Acting as a hearings commissioner for contentious resource consent applications
  • Mediating resource management disputes.
Advice to Consent Authorities
  • Representing the Ministry for Environment on New Zealand's first call-in of consents for the Taranaki Combined Cycle power station
  • Providing advice to the Combined Councils considering Transpower's applications for new power lines through the Waikato Region. 
Plan Provisions
  • Counsel in Nugent v Auckland City, a landmark case that determined the tests for a rule in a district plan
  • Counsel in Auckland Regional Council v Auckland City Council, which established the concept of ‘reverse sensitivity'.
Water Matters
  • Obtaining Water Conservation Orders on the Mohaka, Rangitikei, and a range of smaller North Island rivers
  • Advising Mighty River Power about Environment Waikato's water allocation policy framework.
Policy Work
  • Advising the Ministry of Economic Development about its waterfront stadium proposal for Auckland
  • Providing advice to the Ministry for the Environment about investment certainty under the Resource Management Act and minimum flow definitions for rivers.
